ANYACCU bandh deferred

ITANAGAR, Aug 04: The All Nyishi Youth Association (ANYA) Capital Complex unit has deferred its 24-hr Capital Complex bandh on August 6.

The decision came after the parliamentary secretary home Gadam Ete today assured of fulfilling its demand by August 20 next, it informed in a release.

ANYACCU has been demanding early shifting of Ganga Market Hunuman Mandir to some suitable place, continuation of the eviction drive on NH-52A, eviction and stern action against illegal govt. land encroachers in the Capital Complex and shifting of Hume Pipe Factory from the present location.

 

House burnt to ashes, owner sustains injury

ITANAGAR, Aug 04: The dwelling house of one Lama K Bagang was burnt to ashes along with properties, including local ornaments worth lakhs of rupees in a fire mishap at Dapo colony, Banderdewa at around 2.00 hrs.

The fire was reportedly caused by an electric short-circuit in the kitchen room, when the family members were asleep.

Bagang sustained multiple burn injuries while trying to save his belongings from the inferno. He could save only his gun and LPG cylinder, informed the source.

 

AGSU provides relief to fire victims

ITANAGAR, Aug 04: All Galo Students’ Union (AGSU) has distributed relief materials to the fire victims of Kamba today. While distributing the relief materials to the victims, the AGSU president has assured to pursue the higher authorities for providing sufficient relief and assistance for quick rehabilitation of all the fire victims.

As many as thirteen dwelling houses were perished along with properties in a devastating fire at Kamba on July 28.

He also suggested the victims to submit a proper list of properties lost and damaged in the inferno to the authorities for relief.

Further, AGSU appealed to the state government for immediate establishment of separate fire service station in all ADC and EAC headquarters of Galo inhabited areas.

The AGSU team was accompanied by Kamki Area Intellectual Forum, Hirik Hiri Student Union (HHSU), All Aalo College Students’ Union DPGC Kamki Unit, All Nyiko Students’ Welfare Association (ANSWA).

 

DoA conducts demonstration on Foxtail Millet cultivation

PASIGHAT, Aug 04: Challenging the drought like situation in the district, “Foxtail Millet” locally known as ‘Ayaak’ was reintroduced in Mebo subdivision under Rastriya Krishi Vikash Yojna (RKVY). It is healthier than rice and a generation back this was the common food of the people.

According to Ojong Yomso, East Siang DAO, it is fairly tolerant of drought and due to its quick growth this can be grown as a short-term catch crop.

This wonder-grain is extremely diabetic friendly and contains carbohydrates, iron and very rich in magnesium which reduces migraine, severity of asthma and keeps blood pressure under control.

The DAO further informed that a five days demonstration was conducted by Mebo ADO Borik Megu with modern method and techniques to the farmers ensure bumper productivity. DIPRO

 

NSUI Mengio unit requests for subject teachers

ITANAGAR, Aug 04: Apprising of the pathetic education scenario in Govt secondary School, Sakiang and Govt Girls Residential School, Pan under Mengio circle, owing to the absence of subject teachers, the National Students’ Union of India (NSUI) Mengio block unit, has requested the education department to post adequate teachers in both the schools.

In a release, it said that both the schools are being run by only the headmasters.

 

Church dedication programme

ITANAGAR, Aug 04: The dedication ceremony of Christian Revival Church, Nyokum Lapang was performed by the dedicate ministry of Lord Jesus Christ, Rev Dr Ayang Sor yesterday.

Chaired by pastor, CRC, Itanagar, Rev Nampong Gyadi, the ceremony was attended by lord servants from all over the state.

Councilor, ward no. 17, Itanagar, Kabak Taka also attended the programme.

 

PMCS mourns deaths

ITANAGAR, Aug 04: Palove Multipurpose Cooperative Society (PMCS) has deeply mourned the sudden demise of Techi Singkam and Meyum Nabum in a road accident at Rupung on July 30.

Singkam devoted most of his time for preservation of ingenious faith and culture of the society, PMCS in a release said adding that his death has caused an irreparable loss to the society.

The society prayed to almighty rest the departed souls of both Singkam and Meyum in eternal peace and give strength to the bereaved family members to cope with the tragedy.

It also wished for early recovery of those injured in the accident.

Meanwhile, the society while blaming bad road condition for the accident, urged the state government to award suitable compensation to the victims. It also urged the local and PRI leaders to take up the issue of early repairing of the road from Sagalee to Rilloh via Pakke-Kessang Hq. with the appropriate authorities immediately for larger interest of the people of Pakke-Kessang and Passa Valley.

 

Condolences

ITANAGAR, Aug 04: Arunachal Pradesh College Teachers’ Association (APCTA), DNGC Unit Itanagar condoled the death of Rebati Behera, mother of Dr. BL Behera, an Associate Professor of DN Govt. College, Itanagar.

She died age at the age of 87 at Jajpur, Odisha on August 3 following a heart attack.

While conveying condolences to Dr. Behera and his bereaved family members, the association prayed for eternal peace of the departed soul.

The All Liyak Welfare Society has mourned the demise of Fai Liyak who passed away on July 20 at his native village, Upper Liyak in East Kameng district  after prolonged illness.

Late Fai Liyak was 83 years old. A govt. employee with the health department, he retired from his service in 1999. He left behind his two sons, a daughter and host of grand children.

Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

 

VKAJ organizes personality dev camp for students

ITANAGAR, Aug 04: Vivekananda Kendra Arun Jyoti (VKAJ) organized Tejas, a personality development workshop for the students of classes VIII to X of Sec. School RGU, Doimukh yesterday.

The program was inaugurated by Lobsang Tashi Thungon, VKAJ Yuva Manch Pramukh, Shergon, who briefed the students about patriotism, true passion in life, team work etc., the importance of yoga for stress management, sports for body fitness and mental alertness and other activities relating to all round development of the personality.

Resource persons took classes on the true passion of life, values of life, teamwork, patriotism and self responsibility.

The sole objectives of the workshop were to guide and motivate the students towards right path and their responsibility towards society.

In total, 170 students attended the workshop which was conducted as part of yearlong celebration Swami Vivekananda’s 150th birth anniversary.

 

 

Block-Wise Disaster Management training held

PASIGHAT, Aug 04: The month-long ‘Block-Wise Disaster Management training to teachers’ which started on July 13 at Pasighat, concluded on Thursday at Nari covering all the blocks of East Siang district. The training program was organized by the District Disaster Management department in association with the education department under National School Safety Program (NSSP).

Altogether 500 teachers from all the secondary and Higher Secondary schools of the district were trained by the Master Trainers Ganden Tsomu (DDMO), Jonkey Yirang (DAEO), Biren Dutta (Lecturer DIET), N Lhamu (ST, IGJHSS) and Elizabeth Majumder. The MTs equipped the trainees with knowledge on the various topics under disaster management by giving lecturers and presenting demonstrations on ‘Hazard and vulnerability profile of the state’ and ‘Non- structural safety in schools’. They also highlighted the process of formulation of school disaster management committees, school task forces and mock drills in risk mitigation and reduction. DIPRO

 

 

Tree plantation marks Balkrishnaji’s birthday

ITANAGAR, Aug 04: The birthday of Acharya Sri Balkrishnaji Maharaj of Patanjali Yog Peeth Haridwar was celebrated by planting trees with medicinal properties at Vivekananda Kendra Vidyalaya, Chimpu and Vivekananda Central School, Vivek Vihar here.

Hundreds of children took part in the programme by planting neem and Aloevera saplings in their school premises.

The teachers and activists present on the occasion spoke in details about the importance of planting trees. They also informed the students about different types of plants with medicinal properties which are readily available and can easily be planted within everybody's campus.

On the conclusion, the children took pledged to imbibe the habit of celebrating their birthdays by planting trees.

Fresh influx of Bangladeshi Chakma in border village cause of concern for Arunachal Pradesh

ITANAGAR, Aug 04: In a report which will worry people of Arunachal over 1,500 tribals citizen of Bangladesh mostly Chakma fled to the Indian border along Tripura seeking refuge after ethnic strife broke out with non-tribal Muslims.

According to the report filed in leading English daily Times of India over 1,500 men, women and children of Chakma and Tripuri tribes have taken shelter in the India-Bangladesh border village at Karbook after fleeing from five villages in Khagrachari district. The tribals entered Indian Territory on Saturday evening after ethnic troubles in Bangladesh.

The tribals, mostly Buddhists and Hindus, fled the Chittagong Hill Tracts after clashes over the reported abduction of a local leader of the Bangladesh Nationalist Party (BNP), the main opposition in Bangladesh led by former Prime Minister Khaleda Zia.

The report has created serious concern across Arunachal Pradesh with many fearing that fleeing Chakma may land up in Arunachal. Districts like Lohit and Changlang has huge presence of Chakma refugee. Their population has grown to such an extent that today local indigenous tribal like Singpho, Khampti are becoming minority in their own land. The clamour for citizenship and PRC right by Chakma-Hajong refugees are bitterly opposed by Arunachalee citizens.  

Tripura shares an 856-km border with Bangladesh, which is porous because it extends over mountains that are densely forested. Most parts of the border have been fenced. It is believed that majority of Chakma refugees of Arunachal have all migrated to state through Tripura.

 

 

Tuting gets Rs 10 cr fund under MSDP

ITANAGAR, Aug 04: Tuting has been recognized as one of the minority concentration blocks and a fund of Rs.10 cr. has been allotted for multi-sectoral development of the block under MSDP which is a centrally sponsored program implemented by Union Ministry of Minority Affairs. It was disclosed by Union Minister of States for Minority Affairs Ninong Ering during his visit to Tuting on August two.

Addressing to a huge gathering of public at Tuting, the Union Minister of States stated that the MSDP is an area development initiative to address the development deficits of minority concentration areas by creating socio-economic infrastructure and providing basic amenities. The programme is for welfare of minorities in particular and societies as a whole, he said.  

The visiting union minister clarified the people of Tuting that at the time of enumeration of Tuting as one of the minority concentration blocks under MSDP, Payindem blocks was not curved out from the old Tuting CD block and proposals for various developmental activities in Gelling and Singa circles under Payindem CD block were also included and accordingly, funds have also been allotted.

Tuting ZPM Nyokgon Nitik submitted a public memorandum to the Union Minister demanding construction of Zido-Singa and Likor-Bishing road connecting Tuting.

Laa Talar to represent India in Europe tour

ITANAGAR, Aug 04: Pride of Arunachal badminton Laa Talar has been selected to represent India abroad in two prestigious international events in the coming months.

According to Arunachal State Badminton Association (ASBA), the budding shuttler of the state will represent India in the Wimbledon Open Junior International Tournament on September 14, 15, 2013 in Europe. Thereafter, he will proceed to Belgium to represent India in the Yonex Belgian Junior International Tournament to be held from September 20-22.

Tallar won the singles title in All India Sub-junior Ranking Badminton Tournament defeating Manojit Singh of Tripura 21-12, 21-10 straight sets.

Talar pairing with Chirag Sen of Uttarakhand lost 10-21, 16-21 to Cherak Shetty of Maharastra and MR Arjun of Kerela in the Under 17 Boys doubles final.

Arunachal State Badminton Association (ASBA) while congratulating Tallar for the golden opportunities coming his way, extended best wishes for his success in the forthcoming tournaments.

 

 

AAPSU threatens legal course over baseless allegation

ITANAGAR, Aug 04: The All Arunachal Pradesh Students Union has called upon the state government to conduct census of the Chakma and Hajong refugees and deport the illegal migrants. The AAPSU also urged for creating an independent department headed by an IAS officer to deal with the refugee issue.

Addressing a press conference here today, AAPSU president Kamta Lapung, urged all to refrain from wild allegations against the issues of PRC and refugee taken up by the union without knowing proper facts and the ground reality.

AAPSU has been pursuing these issues with the government and is not a PRC recommending body, he added. Further, Lapung said that the Students Union Movement of Arunachal (SUMA) has been labelling baseless charges in a social networking site without knowing the facts. Further Lapung added that SUMA with no popular mandate has been formed only for vested interests. AAPSU is purely a federal based organisation and it would go to court if any social networking site was misused for labelling allegations and spreading baseless propaganda against AAPSU, he added.

Further, AAPSU vice president and chairman of refugee affairs, Likha Takar, said that the Chakma and Hajong refugees should be confined at a single place and census should be conducted of the Chakma refugees who were brought into the state from 1964 to 1969. The confinement was necessary as the refugees are scattered in the three districts of Lohit, Changlang and Papum Pare, after which the illegal settlers after 1969 should be identified and deported. On the account that the state government failed to do so, AAPSU would conduct massive eviction drive against the illegal settlers and the government should take responsibility if any problem arises, he added. The crime and atrocities meted out to the indigenous people, particularly in Diyun, Bordumsa and Mpen areas in Changlang and Namsai in Lohit by the Chakma refugees would not be tolerated anymore.

AAPSU finance secretary, Suraj Tayam, said that the union is always open to all for discussion on the issues relating to people of the state. He appealed all students not to participate in  dharna organized by non mandated student organization.

CCSC win, DFC draw with BTFC

ITANAGAR, Aug 04: The second day of the Eagle Trophy Invitational Trophy had the audience captivated and at the edge of their seats as the excitement refused to die down even momentarily.

The first match of the fourth edition of the prestigious tournament set up a clash between the stylish Capital Complex Sporting Club (CCSC) and debutants Jiyo Aur Jendo Football Club (JJFC). The finance institute’s venture into the football scene of the state did not have a good start as CCSC dictated the terms of the match for much of its duration.

Three goals scored in the first half of the match by Gyamar Kuku, Pane Kyano and Neelam Akam meant that JJFC were left trailing for rest of the game. Tarh Rajkumar did manage to score a consolation goal for his team in the second half, but by then it was too little too late.

In fact, later in the second half, Dungda Pui of CCSC even came close to extending his team’s lead only to see the efforts go to in vain. That wasn’t the only fruitless effort of the match however, as Dare Takar of JJFC failed to take advantage of a golden opportunity to try and level the playing field a little.

There was much excitement in the closing stages of the match when the CCSC goalkeeper Gyamar Sankio, received a scare with several players from both teams occupied the penalty area creating quite a lot of confusion.

Barrage of shots were directed towards the goal by the JJFC players, all of which failed to find the target. The resulting corner kick that was awarded too failed to give JJFC any positive result.

The second match of the day witnessed the entry of another debutant team- Daporijo Football Club (DFC). The boys from Daporijo had a testing debut as their first match was against the new-look and formidable Bamang Taji FC (BTFC). The team from Daporijo managed to give BTFC owner Bamang Taji quite a few heart-stopping moments throughout the match. It was however, BTFC that dominated play in the beginning of the match.

BTFC had the chance to take an early lead in the opening two minutes of the game thanks to a corner kick but the incoming corner was headed out in the wrong direction, missing its target. Just about a minute later, the team was awarded another set piece, but here too they were unable to convert the chance.

Perhaps taking a cue from their opponents, DFC went on the offensive on the other end of the field coming close to taking a surprise lead.

The match was much more evenly set than many had speculated. Much of it had to do with wasted opportunities and both teams’ inability to take advantage of set plays. Players from both teams squandered away their chances as the first half ended goalless.

Things would get interesting after the start of the second half.

Under the relentless heat of the sun or perhaps the coaches’ half time talk had a rejuvenating effect on both teams as they seemed more determined to establish a lead.

A beautifully taken corner kick in the opening stages of the second half ensured that BTFC scored the first goal of the match and Ganga Rimo etching his name on the score board. The goal seemed to act as a catalyst for BTFC as they forged ahead with several more attempts looking to seal their advantage. The boys from Daporijo though had other plans.

Just as BTFC failed to convert a great opportunity into their advantage, DFC launched a counter-attack, leaving the BTFC players behind. With nobody to provide any support, the BTFC goalkeeper was helpless when Midik Jitu equalised the match. Many tense situations arose as both sides looked to find the winner, eventually having to settle for a one-all draw.

Meanwhile, the Arunachal Pradesh Football Players’ Association has appealed to the Capital Complex unit of the All Nyishi Youth Association to defer their proposed 12-hr bandh call from August 6 morning.

 

 

Banggo United FC defeat Etor FC 4-1

ITANAGAR, Aug 04:  Banggo United FC defeated Etor FC 4-1 in the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar at Dera Natung Govt College playground today.

Banggo United was leading the match 2-0 in the breather with goals from Don Pertin and Kaling Tatin in 30th and 40th minutes respectively.

Don Pertin scored his second goal in 48 of the second half before Kaling Tatin scored his second and team’s fourth goal in 51st minute.

The consolation goal for Etor FC was scored by Olik Mibang few seconds before the final hooter (80th minute).

Don Pertin was adjudged player of the match.

The second match of the day was played between Golgi Bote FC and Delong Yameng FC in which the former defeated the latter by 3-0 goals.

Tapang Tatak, (30 min), Batong Perme, (35 min) and

Batong Perme, (48 min) scored a goal each for the winning team.

Tajing Bonung donning Jersey No.8 was declared Player of the match, informed Games and Sports Secretary of SFCCI Kadum Apang.

RGU release felicitation volume in honor of former VC

ITANAGAR, Aug 04: A felicitation volume in honour of Prof. Atul Sarma, former Vice Chancellor of the then Arunachal University was released by Arunachal Institute of Tribal Studies (AITS), Rajiv Gandhi University. The felicitation volume titled “Understanding North East Region of India” was edited by Prof Tamo Mibang, Vice Chancellor, RGU and Lisa Lomdak, Assistant Professor, AITS.

Prof G K Chadha, President of South Asian University, who is also an eminent economist and economic planner in the country, released the book in the conference hall of the University today.

Attending the program, Sarma, the former Vice Chancellor fondly recalled his tireless efforts to develop infrastructure, create an environment within the university campus that is suitable for both student and teachers and overall development of the university. The former Vice Chancellor said that the community, faculty members, students and media of the state helped him a lot in carrying out his works.

Attending the program, Tamo Mibang said that Prof. Sarma had not only developed infrastructure but also brought RGU to international limelight. This book has been released in honour of the former Vice Chancellor so that the upcoming students and research scholars can also learn from the example of Prof. Sarma, Mibang opined.

The book is a collection of papers covering wide range of topics ranging from developmental issues to challenges in North East. The book also deals with economic system and its governance, debt sustainability, trans-border linkages and developmental issues in North East, mountain bio-diversity and development of eco tourism, constraints in financial growth in Arunachal economy and changing of gender roles in Arunachal’s agricultural sector and food security. The book also highlights the protection of traditional knowledge and the goal of practices of traditional medicine in global perspective. The book is expected to contribute towards understanding of some of the contemporary situation of the tribal population in the North east India.    

Prof G K Chadha said, “AITS has released this book at right time to discuss varieties of issues related to development of North East.

Prof. Sarma joined as Vice Chancellor of Arunachal University, now Rajiv Gandhi University on August 1, 2003. As a distinguished academician and able administrator, he fully understood the social realities of the tribal people of North East and Arunachal Pradesh in particular. As Vice Chancellor during a short span of three and a half years, Prof Sarma tried his best to bring the University to international limelight.   

Prof M C Behera, Assistant Professors Lisa Lomdak and J Basar of AITS also spoke on the occasion.

Registrar Racho Taba and all the faculty members of RGU attended the program.

 

 

World breastfeeding week celebrated at Nari

PASIGHAT, Aug 04: World Breastfeeding Week was observed along with rest of the world at Nari.

Organized by ICDS department, at least 100 women from different walks of life enthusiastically participated in the program which was organized at Nari ADC’s conference hall.

Addressing the mothers, Nari ADC TS Mibang appreciated the efforts of the department in spreading the awareness about importance of breastfeeding and suggested to continue the mission to educate the peer group by organizing more similar programs.

The Deputy Director, ICDS Divisional Monitoring Cell, Pasighat Ponung Ering Angu dwelt at length about the role of ICDS functionaries who can do many good things for the mother and child. She also stressed to rejuvenate and gear up the ICDS activities in the project.

Earlier, Nari CDPO Onyok Panyang read out the World Breastfeeding Week pledge and theme "breastfeeding support: close to mothers". He also informed that the World Breastfeeding is celebrated every year in the first week of August throughout the world to commemorate the Innocenti Declaration at Florence, Italy in 1990 in the WHO/UNICEF policy makers meeting.

Nari-Seren ZPM Kenyom Dabii said that the celebration of World Breastfeeding Week keeps the height of motherhood and their role in the society. While dedicating the celebration to mothers, Dabi suggested for better functioning of grassroots ICDS functionaries who are rendering services to mother and child.

The Resource Person of the program Dr. K Kadu, MO, CHC Nari gave deliberations on the importance and significance of breastfeeding.

Sr. scribe foresees brighter Arunachal in sports sector

ITANAGAR, Aug 04: Senior journalist of Arunachal Pradesh and a social thinker Taro Chatung once again affirmed that many sportspersons of this Himalayan state would find themselves in regional, national and international levels and bring laurels to the state. But for this to happen, the state Govt headed by Chief Minister Nabam Tuki  must pay maximum attention to sports department.

While welcoming Maselo Mihu who won Silver Medal in Compound Mixed Team event and Sorang Yumi for her bronze medal in Compound Woman team event at 2nd Asian GP Archery Tournament at Ullanbaatoar, Mongolia which brought name and fame for this state in particular and Nation in general, Chatung said  with their success now archery discipline of  this state also made entry in international arena which is truly proud moment for people of this State. He also lauded the higher officers and officials of sports department for their endavour which helped these two archers to bring laurel for Nation and State.

The senior journalist further observed that the department of sports and youth affairs, Govt of Arunachal Pradesh since last few years could able to promote and support sports persons of various disciplines like Martial Art, Weight Lifting, Mountaineering, Badminton, now Archery in various levels and also felicitated many of the achievers.  However, in some cases, he said, the department does not come out to felicitate success persons in time and such delay makes them disheartened. Hope department will able to manage with such situation in time in future.

Last but not the least, Chatung emphasized that any sportsperson who could able to make entry in Limca book  or Guiness Book of World  record should also be awarded with cash and such award should be incorporated in present sports policy of this state. This will surely make more encouragement to  talented sportspersons of the state.

 

 

PPWC appeals for early completion of Jonai to Pasighat 4MW power supply line

PASIGHAT, Aug 04: While welcoming the decision for tapping of 4 MW power supply from Assam via Jonai to Pasighat, the Pasighat People’s Welfare Committee (PPWC) chairman Okom Yosung along with his team urged the concerned authority to ensure early completion of the work. PPWC said “we had waited for a very long period for availing 24hrs electricity supply to Pasighat and its adjoining areas through the 132 KV–tower via Aalo to Pasighat but now it is seem that it will remain only as a mere dream”.

The common masses of this known oldest town of Arunachal Pradesh is still reeling under poor electricity supply for many days and it led to collapsed of developmental work and other activities in the area. It also said that Pasighat being regarded as “Education Hub” of Arunachal Pradesh needs immense concentration by the Government for generating sufficient electricity through its sources or by any other relevant means.

PPWC appealed to the authority concerned to complete the work of 4 MW power supply via Jonai to Pasighat region at the earliest for congenial existence of the entire people of Pasighat and also appealed to District Magistrate to supervised the above said work and added that the remaining fund for the construction work at Jonai should be paid immediately. It also appealed to Chief Engineer Eastern Zone (Power) to intervene in the ongoing work of 132 K V Tower between Aalo and Pasighat for its early completion.

ACR should remain confidential

Dear Editor,

Through your esteemed daily I would like to express my grievances to the concerned authority and DPC board regarding my missing annual confidential report (ACR). I am not against anybody but because of faulty system we faced unnecessary problem.

I have been asked by the DPC board for re-submission of my missing ACRs though I have submitted all the ACRs in time i.e. 100% ACRs to the higher authority for my Time Bound Promotion (TBP). For information I have all the forwarding / acknowledgement receipts from my reporting/ reviewing /accepting officers. When I personally traced my missing ACRs with the help of acknowledgement receipts it was found that some of my ACRs are missed from these responsible officers and some are still with them for years together. For example one of my ACRs is still with reviewing officer for the last 3 years.

Now we are asked to resubmit these missing ACRs with countersigned from those officers of that particular period i.e. from last 10 years. I tried my level best with my reporting officer to trace those reviewing officers but failed. Because some of those reviewing officers have retired; some might have gone to abroad and even some have left this world. For instance one of reviewing officer of my colleague has expired a few years back.

However, I resubmitted my ACRs with countersigned from my reporting officer to the accepting authority as there is no other way to get reviewing officer. When my missing ACRs reached to present accepting officials/officers, they again asked me to get countersigned from all my previous accepting officer of that particular period(from last 10 year). At this juncture I am helpless as those accepting officers had retired and left DHS office & it is very difficult to trace them again.

Because of such situation I was punished by the DPC board i.e my first Time Bound Promotion, TBP is overdue for 5 years without any faults of mine though I have submitted 100% ACRs. Moreover, the accepting office never asked for missing ACRs in consecutive years but they are asking for it after years together.

With this inappropriate system, the ACRs become Anti-Confidential reports because the response received from these levels of officers (engaged for ACR account) has shown that they don’t keep it secret. There is no care for the service we have done for the public and government and no interest to our ACR. So why such level of officers are to be detailed for DPC especially the reviewing officer at district level as they seem to be busy with their own department or they have no time to take interest on us being different department because they just keep our ACRs for years together which could be done in minutes. It leads to unnecessary overdue of our TBP.

Let us come to accepting officials/ officer level. There also I faced similar problem. Now in this condition ACR becomes open-secret subject because we are supposed to carry our ACRs by ourselves and what is the purpose of these accepting officials/ officers engaged for ACR. Alas! ACR s confidential becomes open. Really I get frustrated by this system of ACR practiced in our department.

As per ACR meaning is concerned, report should be evaluated annually during March ending. If somebody`s ACR is missed or not submitted it has to be reminded within the scheduled time or every consecutive year but we are asked for 10 year long ACR. Therefore, I request DPC board and Policy maker either to eliminate reviewing officer from other department or nominate reviewing officer from the same department so as to have easy correspondence because DPC means departmental. The DPC board and Policy maker must take action against those erring officers for denying our rights.

Power woes of Pasighat continues

Dear Editor,

I would like to inform that about two months have passed but there is no proper and adequate electric supply in Pasighat area. The students and the poor people are the worst sufferers, as they can't afford generator or inverter as a substitute source. The concerned authorities are not paying attention towards this grave problem. Through your esteemed daily I want to appeal to the concerned authority to take necessary steps to provide relief to the poor and destitute.

Sarli schools suffering due to lack of teacher

Dear Editor,

I on behalf of the All Arunachal Pradesh Sarva Shiksha Abhiyan Teachers Association (AASSATA)  Sarli unit under Kurung Kumey District, would like to share about condition and status of the teachers strengthen at Sarli circle. At present there are 4 Middle Schools, 3 IV Schools, and 7 Pre-primary Schools in our area. All the schools are facing shortage of teachers since from many years. Apart from it, Sarli area is the most backward among 21st Koloriang Constituency. Therefore we need more teachers in the area. However this year many teachers has been transferred out from Sarli which is injustice to our area. The lack of teacher will seriously hamper academic life of the students.  We the teachers Association unit of Sarli Circle  would like to appeal to the concern authority of the education department to immediately cancel transfer order of teachers hailing from various schools of Sarli Circle for the greater interest of the students, public and teaching staff. Moreover, we would like to know why unnecessarily many teachers were transferred from circle without any valid reason or without knowing fact about teachers strengthen at Sarli Circle. There is one lone Middle School in the area which was upgraded to secondary school many years back. However due to shortage of teaching staff and lack of experience JT, A/T teachers school is not able to run properly.

Last but not least, we the teachers association would like to request our local Panchayat leaders not to politicize the issue of transfer and posting of the teachers from our area. Tomorrow it will hamper future of your own kith & kin, relatives and people of the area. We suggest our local Panchayat bodies that instead of doing all this unnecessary things better you bring development activities in the area for the greater interest of the area without hurting or harassing teaching staffs.

Implement schemes for handicap at the earliest

Dear Editor,

Through your esteemed daily I would like to draw kind attention of chief minister towards the National Handicapped Finance and Development Corporation. The National Handicapped Finance and Development Corporation were set up for promoting self employment ventures for persons with Disabilities. The corporation provides financial assistance for wide range of income generating activities to disable persons. Those include purchase of vehicle for commercial hiring purpose load upto Rs. 10 Lakhs, for professional/Educational/Training courses loan limit Rs. 10 Lakhs, for study in India Rs.10 Lakhs, scheme for disabled young professional’s loan up to Rs.25 Lakhs and financing assistive devices for Disabled loan up to Rs 5 Lakhs.

Any person with disability may apply in his district/ State under this scheme. In our state Arunachal Pradesh state  Apex Bank  is the agent. The Department of Disability affairs, Ministry of Social Justice & Empowerment, Government of India has already sanction the scheme with huge amount. It is worrying to say that our people friendly Government of Arunachal Pradesh never bothers about the disabled persons.

As you know that person with disability are the most neglected by all corner of the society. They are not able to compete with physically fit person in any respect. The central Government has already approved the fund for state. To our utter surprise Arunachal Pradesh Government still has not signed and approved it. Every week I knock the door of Apex Bank but the Bank staffs told me that, though sanction is approved but Arunachal Pradpsh Government has not signed it till date and that it may take more time for approval.  

Therefore, I highly request the state Government for early approval of the above cited scheme and kindly permit us to take the loan for self employment generation.

Health and environmental crisis

A new Worldwatch Institute report recommends innovative tools that might rescue the world’s troubled cities from a serious health and environmental crisis.

With nearly a billion of the world’s urban poor living in dangerously overcrowded city sprawls lacking in basic sanitation and clean water, the world faces the prospect of a serious health and environmental crisis. Even many wealthy nations are struggling to make their cities more inclusive, sustainable and livable. Against this backdrop, a recent report from the Worldwatch Institute recommends a host of innovative tools that could avert the crisis.

In the US, though more than 200 cities have charted plans for improving economic, environmental, and social sustainability, few have established specific metrics such as a national indicator system that could help them better measure the success of their sustainability efforts, according to the University of Pennsylvania's Eugenie Birch and Amy Lynch, co-authors of "Measuring U.S. Sustainable Urban Development" in State of the World 2012.

With effective roadmaps and political will, governments can advance the goals of sustainability, inclusion, and poverty alleviation through improved urban planning to create healthier, livable cities.
