AGSU provides relief to fire victims
ITANAGAR, Aug 04: All Galo Students’ Union (AGSU) has distributed relief materials to the fire victims of Kamba today. While distributing the relief materials to the victims, the AGSU president has assured to pursue the higher authorities for providing sufficient relief and assistance for quick rehabilitation of all the fire victims.
As many as thirteen dwelling houses were perished along with properties in a devastating fire at Kamba on July 28.
He also suggested the victims to submit a proper list of properties lost and damaged in the inferno to the authorities for relief.
Further, AGSU appealed to the state government for immediate establishment of separate fire service station in all ADC and EAC headquarters of Galo inhabited areas.

NSUI Mengio unit requests for subject teachers
ITANAGAR, Aug 04: Apprising of the pathetic education scenario in Govt secondary School, Sakiang and Govt Girls Residential School, Pan under Mengio circle, owing to the absence of subject teachers, the National Students’ Union of India (NSUI) Mengio block unit, has requested the education department to post adequate teachers in both the schools.
In a release, it said that both the schools are being run by only the headmasters.

PMCS mourns deaths
ITANAGAR, Aug 04: Palove Multipurpose Cooperative Society (PMCS) has deeply mourned the sudden demise of Techi Singkam and Meyum Nabum in a road accident at Rupung on July 30.
Singkam devoted most of his time for preservation of ingenious faith and culture of the society, PMCS in a release said adding that his death has caused an irreparable loss to the society.
The society prayed to almighty rest the departed souls of both Singkam and Meyum in eternal peace and give strength to the bereaved family members to cope with the tragedy.
It also wished for early recovery of those injured in the accident.
Meanwhile, the society while blaming bad road condition for the accident, urged the
state government to award suitable compensation to the victims. It also urged the

ITANAGAR, Aug 04: Arunachal Pradesh College Teachers’ Association (APCTA), DNGC Unit Itanagar condoled the death of Rebati Behera, mother of Dr. BL Behera, an Associate Professor of DN Govt. College, Itanagar.
She died age at the age of 87 at Jajpur, Odisha on August 3 following a heart attack.
While conveying condolences to Dr. Behera and his bereaved family members, the association prayed for eternal peace of the departed soul.
The All Liyak Welfare Society has mourned the demise of Fai Liyak who passed away on July 20 at his native village, Upper Liyak in East Kameng district after prolonged illness.
Late Fai Liyak was 83 years old. A govt. employee with the health department, he retired from his service in 1999. He left behind his two sons, a daughter and host of grand children.
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.
VKAJ organizes personality dev camp for students
ITANAGAR, Aug 04: Vivekananda Kendra Arun Jyoti (VKAJ) organized Tejas, a personality development workshop for the students of classes VIII to X of Sec. School RGU, Doimukh yesterday.
The program was inaugurated by Lobsang Tashi Thungon, VKAJ Yuva Manch Pramukh, Shergon, who briefed the students about patriotism, true passion in life, team work etc., the importance of yoga for stress management, sports for body fitness and mental alertness and other activities relating to all round development of the personality.
Resource persons took classes on the true passion of life, values of life, teamwork, patriotism and self responsibility.
The sole objectives of the workshop were to guide and motivate the students towards right path and their responsibility towards society.

Hundreds of children took part in the programme by planting neem and Aloevera saplings in their school premises.

AAPSU threatens legal course over baseless allegation
ITANAGAR, Aug 04: The All Arunachal Pradesh Students Union has called upon the state government to conduct census of the Chakma and Hajong refugees and deport the illegal migrants. The AAPSU also urged for creating an independent department headed by an IAS officer to deal with the refugee issue.
Addressing a press conference here today, AAPSU president Kamta Lapung, urged all to refrain from wild allegations against the issues of PRC and refugee taken up by the union without knowing proper facts and the ground reality.
AAPSU has been pursuing these issues with the government and is not a PRC recommending body, he added. Further, Lapung said that the Students Union Movement of Arunachal (SUMA) has been labelling baseless charges in a social networking site without knowing the facts. Further Lapung added that SUMA with no popular mandate has been formed only for vested interests. AAPSU is purely a federal based organisation and it would go to court if any social networking site was misused for labelling allegations and spreading baseless propaganda against AAPSU, he added.
Further, AAPSU vice president and chairman of refugee affairs, Likha Takar, said that the Chakma and Hajong refugees should be confined at a single place and census should be conducted of the Chakma refugees who were brought into the state from 1964 to 1969. The confinement was necessary as the refugees are scattered in the three districts of Lohit, Changlang and Papum Pare, after which the illegal settlers after 1969 should be identified and deported. On the account that the state government failed to do so, AAPSU would conduct massive eviction drive against the illegal settlers and the government should take responsibility if any problem arises, he added. The crime and atrocities meted out to the indigenous people, particularly in Diyun, Bordumsa and Mpen areas in Changlang and Namsai in Lohit by the Chakma refugees would not be tolerated anymore.
AAPSU finance secretary, Suraj Tayam, said that the union is always open to all for discussion on the issues relating to people of the state. He appealed all students not to participate in dharna organized by non mandated student organization.

ITANAGAR, Aug 04: The second day of the Eagle Trophy Invitational Trophy had the audience captivated and at the edge of their seats as the excitement refused to die down even momentarily.
The first match of the fourth edition of the prestigious tournament set up a clash between the stylish Capital Complex Sporting Club (CCSC) and debutants Jiyo Aur Jendo Football Club (JJFC). The finance institute’s venture into the football scene of the state did not have a good start as CCSC dictated the terms of the match for much of its duration.
Three goals scored in the first half of the match by Gyamar Kuku, Pane Kyano and Neelam Akam meant that JJFC were left trailing for rest of the game. Tarh Rajkumar did manage to score a consolation goal for his team in the second half, but by then it was too little too late.
In fact, later in the second half, Dungda Pui of CCSC even came close to extending his team’s lead only to see the efforts go to in vain. That wasn’t the only fruitless effort of the match however, as Dare Takar of JJFC failed to take advantage of a golden opportunity to try and level the playing field a little.
There was much excitement in the closing stages of the match when the CCSC goalkeeper Gyamar Sankio, received a scare with several players from both teams occupied the penalty area creating quite a lot of confusion.
Barrage of shots were directed towards the goal by the JJFC players, all of which failed to find the target. The resulting corner kick that was awarded too failed to give JJFC any positive result.
The second match of the day witnessed the entry of another debutant team-
BTFC had the chance to take an early lead in the opening two minutes of the game thanks to a corner kick but the incoming corner was headed out in the wrong direction, missing its target. Just about a minute later, the team was awarded another set piece, but here too they were unable to convert the chance.
Perhaps taking a cue from their opponents, DFC went on the offensive on the other end of the field coming close to taking a surprise lead.
The match was much more evenly set than many had speculated. Much of it had to do with wasted opportunities and both teams’ inability to take advantage of set plays. Players from both teams squandered away their chances as the first half ended goalless.
Things would get interesting after the start of the second half.
Under the relentless heat of the sun or perhaps the coaches’ half time talk had a rejuvenating effect on both teams as they seemed more determined to establish a lead.
A beautifully taken corner kick in the opening stages of the second half ensured that BTFC scored the first goal of the match and Ganga Rimo etching his name on the score board. The goal seemed to act as a catalyst for BTFC as they forged ahead with several more attempts looking to seal their advantage. The boys from Daporijo though had other plans.

ITANAGAR, Aug 04: A felicitation volume in honour of Prof. Atul Sarma, former Vice Chancellor of the then Arunachal University was released by Arunachal Institute of Tribal Studies (AITS), Rajiv Gandhi University. The felicitation volume titled “Understanding North East Region of India” was edited by Prof Tamo Mibang, Vice Chancellor, RGU and Lisa Lomdak, Assistant Professor, AITS.
Prof G K Chadha, President of South Asian University, who is also an eminent economist and economic planner in the country, released the book in the conference hall of the University today.
Attending the program, Sarma, the former Vice Chancellor fondly recalled his tireless efforts to develop infrastructure, create an environment within the university campus that is suitable for both student and teachers and overall development of the university. The former Vice Chancellor said that the community, faculty members, students and media of the state helped him a lot in carrying out his works.
Attending the program, Tamo Mibang said that Prof. Sarma had not only developed infrastructure but also brought RGU to international limelight. This book has been released in honour of the former Vice Chancellor so that the upcoming students and research scholars can also learn from the example of Prof. Sarma, Mibang opined.

World breastfeeding week celebrated at Nari
PASIGHAT, Aug 04: World Breastfeeding Week was observed along with rest of the world at Nari.
Organized by ICDS department, at least 100 women from different walks of life enthusiastically participated in the program which was organized at Nari ADC’s conference hall.
Addressing the mothers, Nari ADC TS Mibang appreciated the efforts of the department in spreading the awareness about importance of breastfeeding and suggested to continue the mission to educate the peer group by organizing more similar programs.
The Deputy Director, ICDS Divisional Monitoring Cell, Pasighat Ponung Ering Angu dwelt at length about the role of ICDS functionaries who can do many good things for the mother and child. She also stressed to rejuvenate and gear up the ICDS activities in the project.
Earlier, Nari CDPO Onyok Panyang read out the World Breastfeeding Week pledge and theme "breastfeeding support: close to mothers". He also informed that the World Breastfeeding is celebrated every year in the first week of August throughout the world to commemorate the Innocenti Declaration at Florence, Italy in 1990 in the WHO/UNICEF policy makers meeting.

While welcoming Maselo Mihu who won Silver Medal in Compound Mixed Team event and Sorang Yumi for her bronze medal in Compound Woman team event at 2nd Asian GP Archery Tournament at Ullanbaatoar, Mongolia which brought name and fame for this state in particular and Nation in general, Chatung said with their success now archery discipline of this state also made entry in international arena which is truly proud moment for people of this State. He also lauded the higher officers and officials of sports department for their endavour which helped these two archers to bring laurel for Nation and State.
The senior journalist further observed that the department of sports and youth affairs, Govt of Arunachal Pradesh since last few years could able to promote and support sports persons of various disciplines like Martial Art, Weight Lifting, Mountaineering, Badminton, now Archery in various levels and also felicitated many of the achievers. However, in some cases, he said, the department does not come out to felicitate success persons in time and such delay makes them disheartened. Hope department will able to manage with such situation in time in future.
Last but not the least, Chatung emphasized that any sportsperson who could able to make entry in Limca book or Guiness Book of World record should also be awarded with cash and such award should be incorporated in present sports policy of this state. PPWC appeals for early completion of Jonai to Pasighat 4MW power supply line
PASIGHAT, Aug 04: While welcoming the decision for tapping of 4 MW power supply from Assam via Jonai to Pasighat, the Pasighat People’s Welfare Committee (PPWC) chairman Okom Yosung along with his team urged the concerned authority to ensure early completion of the work. PPWC said “we had waited for a very long period for availing 24hrs electricity supply to Pasighat and its adjoining areas through the 132 KV–tower via Aalo to Pasighat but now it is seem that it will remain only as a mere dream”.
The common masses of this known oldest town of Arunachal Pradesh is still reeling under poor electricity supply for many days and it led to collapsed of developmental work and other activities in the area. It also said that Pasighat being regarded as “Education Hub” of Arunachal Pradesh needs immense concentration by the Government for generating sufficient electricity through its sources or by any other relevant means.
PPWC appealed to the authority concerned to complete the work of 4 MW power supply via Jonai to Pasighat region at the earliest for congenial existence of the entire people of Pasighat and also appealed to District Magistrate to supervised the above said work and added that the remaining fund for the construction work at Jonai should be paid immediately. It also appealed to Chief Engineer Eastern Zone (Power) to intervene in the ongoing work of 132 K V Tower between Aalo and Pasighat for its early completion.

ACR should remain confidential
Dear Editor,
Through your esteemed daily I would like to express my grievances to the concerned authority and DPC board regarding my missing annual confidential report (ACR). I am not against anybody but because of faulty system we faced unnecessary problem.
I have been asked by the DPC board for re-
Now we are asked to resubmit these missing ACRs with countersigned from those officers of that particular period i.e. from last 10 years. I tried my level best with my reporting officer to trace those reviewing officers but failed. Because some of those reviewing officers have retired; some might have gone to abroad and even some have left this world. For instance one of reviewing officer of my colleague has expired a few years back.
However, I resubmitted my ACRs with countersigned from my reporting officer to the accepting authority as there is no other way to get reviewing officer. When my missing ACRs reached to present accepting officials/officers, they again asked me to get countersigned from all my previous accepting officer of that particular period(from last 10 year). At this juncture I am helpless as those accepting officers had retired and left DHS office & it is very difficult to trace them again.
Because of such situation I was punished by the DPC board i.e my first Time Bound Promotion, TBP is overdue for 5 years without any faults of mine though I have submitted 100% ACRs. Moreover, the accepting office never asked for missing ACRs in consecutive years but they are asking for it after years together.
With this inappropriate system, the ACRs become Anti-
Let us come to accepting officials/ officer level. There also I faced similar problem.
Now in this condition ACR becomes open-
As per ACR meaning is concerned, report should be evaluated annually during March ending. If somebody`s ACR is missed or not submitted it has to be reminded within the scheduled time or every consecutive year but we are asked for 10 year long ACR. Therefore, I request DPC board and Policy maker either to eliminate reviewing officer from other department or nominate reviewing officer from the same department so as to have easy correspondence because DPC means departmental. The DPC board and Policy maker must take action against those erring officers for denying our rights.

Those include purchase of vehicle for commercial hiring purpose load upto Rs. 10 Lakhs, for professional/Educational/Training courses loan limit Rs. 10 Lakhs, for study in India Rs.10 Lakhs, scheme for disabled young professional’s loan up to Rs.25 Lakhs and financing assistive devices for Disabled loan up to Rs 5 Lakhs.
Any person with disability may apply in his district/ State under this scheme. In our state Arunachal Pradesh state Apex Bank is the agent. The Department of Disability affairs, Ministry of Social Justice & Empowerment, Government of India has already sanction the scheme with huge amount. It is worrying to say that our people friendly Government of Arunachal Pradesh never bothers about the disabled persons.
As you know that person with disability are the most neglected by all corner of the society. They are not able to compete with physically fit person in any respect. The central Government has already approved the fund for state. To our utter surprise Arunachal Pradesh Government still has not signed and approved it. Every week I knock the door of Apex Bank but the Bank staffs told me that, though sanction is approved but Arunachal Pradpsh Government has not signed it till date and that it may take more time for approval.
Therefore, I highly request the state Government for early approval of the above cited scheme and kindly permit us to take the loan for self employment generation.
